Technology Application Specialist (san jose downtown)

Technology Application Specialists support City departments in the technical oversight and hands-on configuration of mission critical software applications including software implementations, modifications, training, troubleshooting, maintenance and report development. This position will perform moderate to complex application support activities for enterprise level applications, which require a significant level of customization to complete business processes and exchange data with other applications.

The City of Santa Rosa is looking to fill two (2) Technology Application Specialist (TAS) positions in the Information Technology Department. 

1. One Full Time Regular Technology Application Specialist (Sungard IFAS/ONESolution Payroll): The successful candidate will provide support for the City's day-to-day use of the IFAS/ONESolution HR/Payroll system developed by SunGard Public Sector, Inc. This position will work closely with the Finance and HR department leads, end-users, programming staff, and vendors to provide process improvements and ongoing support for the system. This position will be the technical "go-to" person for the City's Payroll and related applications.

2. One Full Time 3 Year Limited Term Technology Application Specialist (Accela Automation: Permitting): The successful candidate will provide support for the City's day-to-day use of the Permitting and Inspection tracking system developed by Accela. This position will work closely with the Planning & Economic Development department leads, end-users, programming staff, and vendors to provide process improvements and ongoing support for the system. This position will be the technical "go-to" person for the supported applications.

The Ideal Candidate: The ideal candidate has experience supporting Microsoft SQL databases, including writing complex queries, developing stored procedures, using Microsoft SQL Server Management Studio, and developing reports using Microsoft SQL Server Reporting Services (SSRS). Additionally, the ideal candidate for the Payroll related position has experience providing technical support for IFAS/ONESolution or ERP-type systems that include HRIS/Payroll systems with workflow approval and timekeeping functions, and also possesses skills with scripting, workflow, and report writing using SunGard Click Drag and Drill (CDD), and/or Cognos. The ideal candidate for the Permitting-related position has experience providing technical support for Accela Automation or similar permitting and inspection systems and also possess skills with workflow, scripting, fee calculators, ad hoc reports, custom form configurations, and GIS integration.

Knowledge of:
Modern principles and practices of computer systems management, analysis, design, database structures & relationships, script writing, documentation, and maintenance; various software packages including word processing, spreadsheet, and database management, reporting tools, graphics and desktop publishing applications and programs; principles, techniques, and tools of computer hardware and software installation, troubleshooting and maintenance; operating principles, methods, practices, options, and limitations of a wide range of hardware related to computers; data management theory, principles, techniques, and practices and their application to a wide variety of services and programs; applicable technical terminology, applications, features, and services; operating systems such as Windows, LAN/WAN principles, PC, Web and server applications and telephone systems; modern office practices, methods, and equipment; principles and procedures of record keeping and reporting; research techniques, methods, and procedures; occupational hazards and standard safety practices necessary in the area of computer operations; correct usage of the English language, including correct grammar, spelling, vocabulary, and punctuation; techniques for dealing effectively with, and providing a high level of customer service to, the public, vendors, contractors and City staff, both in person and over the telephone.

Ability to:
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; accurately evaluate and prioritize hardware and software requests; operate and troubleshoot modern office equipment including computer equipment and software programs; learn the operations and functions of assigned City work groups in order to provide appropriate support; research, develop, recommend and implement cost-effective technical system improvements; prepare and maintain accurate and complete records; respond to requests and inquiries from end-users; exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs; understand and carry out oral and written instructions; use English effectively to communicate in person, over the telephone, in a classroom and in writing; use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines; establish and maintain effective working relationships with those contacted in the course of the work.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Experience - Sufficient years of increasingly responsible experience providing administration and technical support to users of a specialized computer application to demonstrate possession of the knowledge and abilities listed above, and Education - Equivalent to completion of high school supplemented by college or university coursework in computer science, information technology, business administration, or a related field.
